This place is for members who die and it gives them something to do.
While your here you can train and get stronger then you were before. You'll have to go through snake way which may take days depending on your power level and speed. Then after Snake Way you'll reach the Small Planet where you can train and sparr with any of the members who're there.
The only way for you to get wished back is if someone from the other side wishes you back with the DragonBalls. This is the only place where you can learn the Spirit Bomb and Kaokin.
